The Obama administration announced more sanctions Monday designed to punish Russia for its intimidation of Ukraine. Hours after the announcement, Washington Bureau Chief Jerry Seib talked to Secretary of State John Kerry about the crisis. Several interesting things came out of the conversation:
1. U.S. is ‘inches’ away from imposing sector-wide sanctions. If things continue on the course they’re on in Ukraine, the administration is “inches” away from imposing sanctions on entire sectors of the Russian economy, Mr. Kerry said.
2. It’s a Putin crisis. Mr. Kerry described the crisis as the personal creation of Russian President Vladimir Putin, not of the Russian people. He said Mr. Putin is trying to create his own reality that is divorced from realities on the ground.
3. There could be a flash point. The crisis could turn into a real confrontation, he said, and there are provocateurs on the ground who want that to happen.
