Въпроса с резервите и маньовъра с тях става главен проблем на войната. САА засега не се справя добре. Не е ясно как е организирана системата им за попълване на загубите, а май наличните резерви разходват за няколко настъпления и за запълване на дупки.
Включително и в случая с Махин - отстъплението е след като 120-та бригада от 2-ра дивизия се върнала на прежните позиции :

Western Officials: Iran Retreating From Syria Fight
Iran is beginning to withdraw its elite fighters from the Russian-led military campaign in Syria, according to U.S. and other Western military officials, suggesting a fissure in what President Barack Obama derided last month as a "coalition of two."
U.S. officials tell me they are seeing significant numbers of Iranian Revolutionary Guard Corps troops retreat from the Syrian combat zone in recent weeks, following the deaths and wounding of some of top officers in a campaign to retake Idlib Province and other areas lost this year to opposition forces supported by the West and Gulf Arab States. As a result, the Russian-initiated offensive that was launched in September seems to be losing an important ally.
On Friday at the Saban Forum at the Brookings Institution, Israeli Defense Minister Moshe Ya'alon said that Russia's initial plan was to take back Idlib and other cities that had fallen under rebel control within three months. "It’s not going to happen because of the military difficulties," he said, adding that the campaign to date looked to be a "failure." He cited the "incompetence" of Syria's army as well as "the lack of determination of the Iranian Revolutionary Guard Corps."

One reason Iran is now withdrawing from Syria, according to U.S. officials, is that many officers have been killed or wounded in the heavy fighting this fall. The U.S. intelligence community is still trying to verify reports that Suleimani himself was injured in late November in Aleppo, Syria's largest city.
Robert Ford, who served as U.S. ambassador to Syria between 2011 and 2014, told me reports from the region suggest that guard corps members are in the very thick of the warfare. "They are losing lieutenants," he said. "When you lose lieutenants it means you are losing people fighting on the front lines." Iran has started acknowledging some of those losses in its official press.
Ford said the fierce combat the Iranians and Russians have encountered is an indication that the Western and Gulf Arab support for the Syrian opposition may be having a significant effect.

Waer: Fighters will not leave, neighborhood to retain ‘revolutionary character’
AMMAN: Contrary to some Western media reports, remaining rebels in Homs city's last opposition-held district say they have no intention of leaving the neighborhood or turning over all their weapons after concluding a truce with the regime, neighborhood residents, fighters and a rebel negotiator told Syria Direct on Thursday.
In accordance with the first of three stages in the Waer truce that went into effect on Wednesday, 300 fighters who oppose it were permitted to leave the neighborhood for the rebel-held city of Qalaat al-Madiq in the western Hama countryside. They were accompanied by 400 family members.
“This is the only batch of fighters and civilians who will leave the neighborhood according to the agreement,” a member of the rebel committee who negotiated the truce agreement told Syria Direct Wednesday, requesting anonymity.

On reports that all fighters will leave Waer by the end of January with the government reasserting full control, a spokesman for the pro-opposition Homs Media Center who is currently in Waer said: “Damn it [al-aama], that's not true at all.”
“We're going to hand over a small amount of our medium weapons,” said Mohammed al-Homsi, and that, he added, only after the regime releases 5,000 detainees as stipulated in the second stage of the truce agreement.

“The rumors the regime is spreading concerning the Syrian army entering the neighborhood in the coming days are false—the rebels on the ground are staying, and won't leave, not at the beginning of the agreement nor the end,” the Homs Media Professionals Association, which includes journalists inside Waer and in the northern countryside, said in an announcement Wednesday.
Партидата бунтовници, напуснали ал-Уаер в гр. Хомс, са единствените, несъгласни с примирието. Останалите ще останат, запазвайки част от оръжието си.
Има подробности за споразумението, което ще е на три фази, всяка траеща около 25 дни:
1. Спиране на огъня, несъгласните бунтовници се извозват, в квартала влиза хуманитарна помощ и се открива КПП за връзка с останалата част от града. Тази фаза вече е в действие.
2. Предаване на тежкото (танкове, оръдия) и част от "средното" оръжие (тежки картечници, гранатомети). В замяна ще бъдат освободени 5000 затворници.
3. Напускане на допълнителни бунтовници, ако желаят.
Останалите бунтовници с лекото и част от "средното" въоръжение смятат да останат в квартала, за да предотвратят вендета на асадисти и за да "запазят революционния облик на квартала". Най-многобройните групировки сред защитниците на квартала са от Ахрар ал-Шам и Файляк ал-Шам (Левантийския Фронт).
“We support a truce, our children need it more than we do, but we won't accept one if it stipulates the exit of the rebels—they protect us,” Waer resident Abu Ibrahim told Syria Direct at the time. “We don't trust the regime and its paramilitary militias that it doesn't have control over.”
A Waer rebel fighter, requesting anonymity, agreed: “We won't leave and abandon our families to become a target for the shabiha's hatred...the truce we recognize is one that allows rebels to stay in the neighborhood to protect civilians. In that case, we'll abide by all conditions including a ceasefire.”
It is unclear what role, if any, the remaining rebels in Waer will play in enforcing the truce, or whether they will eventually be asked to give up their arms.
