    Bulgarian political figure 1914-1918

Have found a Dmitri Vachov as leader of the Bulgarian Parliament in 1914-1918.
You now know everything I know about him so I have a couple of questions:
    1. Does anyone know any personal information about him (party affiliation, political stands, age, etc)?
    2. What exactly were the duties of the leader of Parliament in the World War I period?
    Thanks,
    Rich
